If you've been having severe performance issues in Payday 2 these last few updates, I have a fix for you. Be warned, it's really stupid.
Recently after the Diesel engine upgrade I, like many of you, have been having severe slowdown and stuttering problems across all maps. Weirdly to my memory they didn't exist near the start of the 3.0 beta but only popped up recently. On my end at least I'm fairly sure it has something to do with particles, as unloading a silenced shotgun into an empty Bank Heist parking lot alone is enough to tank the FPS from 200 down to 40, to say nothing of drilling the vault which causes a consistent loss of framerate if you look in its general direction even from outside.

Regardless, I have good news and bad news. The good news is I have found a method/workaround to solve the performance issues that works 100% consistently at least on my end. The bad news is that it's so ♥♥♥♥♥♥♥ stupid and nonsensical that I'm going to feel like a madman not only for having thought to try it in the first place but also now typing it out.

Follow these steps EXACTLY:

1: Launch the game to the main menu.
2: Tab out into task manager.
3: Right click on the game and click set affinity.
4: Uncheck every CPU core but the first one, then hit OK
5: Tab back in to the game until you have control of the cursor again (your FPS will be terrible, this is normal).
6: Tab back out to task manager again.
7: Recheck all the CPU core boxes, hit OK, then tab back in to the game.

Your framerate problems should be resolved. I have tried this multiple times and it is 100% consistent. You will need to do this on every launch, but it should work every time. Another user in the Payday discord who was also having severe performance issues has also tried this, and it fixed his issues as well.

Why does this work? Who ♥♥♥♥♥♥♥ knows. Makes no damn sense to me I swear this engine is an X file. Still, if it's stupid but it works, then it ain't stupid. Try it out and tell me if it works for you too.

CPU affinity used to be a problem for full on freezing; but I believe that got fixed. Ultimately it was a problem with a Windows update that changed how CPU affinity worked (if you want the source I can try and go digging for it, I have it saved somewhere). I have no idea why your solution works, but if it does work for other people that's an amazing find, well done!

Yeah like it's one thing if just changing the affinity would fix it, that's understandable, I've had to do that with some older games before, but changing it and then changing it back? I don't get it.
I think this only fixing framerate but not to freezing.

Possible. I haven't had freezing issues so I can't comment on those.
Particles thing would make some sense considering every time i fire my gun in VR the entire game hitches.
the fact that u have to this all the time u start payday 2, bores me asf, I'll wait for further updates. Still thx a lot

Thanks for the suggestion. I think I've tried this before, and it didn't really work for me—it even caused the game to suddenly freeze and then crash. Perhaps, as the official team said, the game already supports multi-core CPUs. I've also used CPU Setter, and all this tinkering is really pointless for me—it even caused the frame rate to drop further. So I'll just look forward to further optimization from the official team.

For that type, instead of re-activating ALL only put on the first 4 (0 through 3 cores)
theres a mod for it alr

I don't think changing CPU affinity is going to be affecting that.
