Setting custom highlight priorities

In ffz, it's possible to set custom priorities for all highlights, as opposed to chatterino's fixed order.

Chatterino always prioritizes badge highlights over message highlights, so when anyone with a Mod/VIP/Broadcaster/Verified badge mentions me, it does not get highlighted as a mention.

It would be great to have a priority system like ffz's, where a users simply assign a numerical value to each highlight, and the highest value has highest priority.

• feat: rework highlights & their UI #6695 makes it possible to set custom highlight priorities for all highlights.
  This was achieved by merging all highlights into one list and letting the user choose the priority by moving it up or down.
