I was able to get both achievements on the Predefined map "Foes in the fog" and on a custom generated map. (MapID: YVYWTJ85RZLYGJ385PLDNXGNF8VZB3ZN)

Those achievements could be deactivated on campaign maps.

Check if you have any mods endabled. Active mods (even if its a map) will disable all achievement progress.

I am pretty sure I have no mods active as just achieved the Pop-ulation achievement - will try foes in the forest thank you

Just finishing playing Foes in the fog - have merged with factions, have cleared all the fog and own the complete island, no more enemy's but still not received the award - struggling to find where my saved games are saved - got as far as the userdata but not got the number documented above - can you help? - Just building the last 3 buildings to see if I can get the buildings achievement

I posted the path where they are per default in my first message here. Note that the first 10 digit number is not the same for you as it referrs to your Steam ID. The second 8 digit number referrs to the game ID of PoP.
There is an alternative location if you disabled cloud save in Steam. Per default here:
C:\Users\your_name\Saved Games\Pioneers of Pagonia
