前回は、「世界で違うオーガニックとは何か」をテーマに、同じ Organic という言葉を使っていても、各国または各地域で、原料の扱い、加工で許容される範囲、認証の進め方、表示の成立条件が異なることを整理しました。
そこでは、オーガニックを一つの理想概念としてではなく、制度ごとに成立条件の異なる実務テーマとして見る方が、食品企業にとっては正確であることが見えてきました。

What emerged was that for food companies, it is more accurate to see organic not as a single idealized concept, but as a practical theme whose conditions of validity differ from one system to another.

オーガニックを実務で扱う人にとって、日本、米国、EUは避けて通れない比較対象です。
なぜなら、この三つは単に市場規模が大きいからではありません。
制度の作り方、表示の考え方、加工食品への向き合い方が、それぞれ少しずつ違うからです。
そして、その違いは、輸出、制度理解、表示設計、顧客説明のすべてに影響します。
For people who handle organic in practice, Japan, the United States, and the European Union are unavoidable points of comparison. This is not only because these are large markets. It is also because the way the systems are built, the way labeling is understood, and the way processed foods are approached all differ in subtle but important ways. Those differences affect exports, system understanding, labeling design, and customer explanation alike.
結論から言えば、日本・米国・EUのオーガニック制度は、互いに近い部分もありますが、同じ制度として扱えるほど一致しているわけではありません。

In short, the organic systems of Japan, the United States, and the European Union do share some similarities, but they are not aligned enough to be treated as one and the same system. Japan makes it relatively easy to see how organic is handled within its own certification and labeling system. In the United States, it is easier to see a strong emphasis on how organic claims circulating in the market are managed in an orderly way. In the European Union, it is easier to see the perspective of maintaining consistent system operation and labeling coherence across the region.
つまり、三極比較で見るべきなのは、細部の違いそのものより、「制度がどの方向を向いているか」です。
In other words, what should be seen in a three-way comparison is not only the detail-level differences themselves, but the direction each system is facing.
実務では、この“方向の違い”は、最終的に確認すべき基準や規則の違いとして現れます。

In practice, these differences in “direction” ultimately appear as differences in the standards and rules that must actually be checked. For example, which organic standard the product is being built against, how far processed foods are allowed to go within that system, and which certification procedures and labeling conditions must be satisfied. In other words, system comparison is not carried out merely for knowledge, but to determine what must be checked and on what assumptions product design and labeling design should proceed.
日本は、「有機JAS」という制度の見え方が強い
In Japan, the visibility of the “Organic JAS” system is especially strong
日本のオーガニックを理解するとき、まず中心になるのは有機JASです。
つまり、日本ではオーガニックが、制度上かなり明確に「有機JASの枠組みの中で成立するもの」として見えやすいです。
When understanding organic in Japan, the central reference point is first of all Organic JAS. In other words, in Japan, organic is relatively easy to see as something that becomes valid within the framework of the Organic JAS system.
このことには利点があります。
制度の入口が比較的明確であり、「何を根拠に有機と表示するのか」が見えやすいからです。
一方で、実務では、この明確さゆえに、「JASで成立するかどうか」という問いに議論が集まりやすくなります。
This has advantages. The entry point to the system is relatively clear, and it is easier to see on what basis something can be labeled organic. At the same time, in practice, this very clarity can cause discussion to cluster around the question of whether the product qualifies under JAS or not.
つまり、日本の制度は、制度入口の分かりやすさがある一方で、海外制度との違いを読むときには、「JASであること」と「Organic 全体像」を分けて考える必要があります。
In other words, the Japanese system offers clarity at the entry point of the system, but when reading differences with overseas systems, it is necessary to separate “being under JAS” from the broader picture of organic.
米国は、「Organic 表示の市場運用」が見えやすい
In the United States, the market operation of organic labeling is especially visible
米国のオーガニック制度を見るとき、特徴として見えやすいのは、Organic 表示を市場の中でどう成立させるかという整理です。
つまり、単に農業や認証だけを見るのではなく、表示区分、ラベル上の見え方、流通の中での運用が、制度理解の中心に入りやすいです。
When looking at the organic system in the United States, one of the most visible features is how organic labeling is made to function in the market. In other words, system understanding tends to include not only agriculture and certification, but also labeling categories, how the claim appears on labels, and how it operates in circulation.
この点は、加工食品実務にとって特に重要です。
どの程度まで organic claim が成立するのか。
どのような表示の出し方ができるのか。
どこまでが一つの区分として整理されるのか。
こうした問いと制度が結びつきやすいからです。
This point is particularly important for processed food practice. That is because the system is closely tied to questions such as to what extent an organic claim is valid, what kind of labeling expression can be used, and how far a category is organized as a meaningful classification.
つまり、米国では、オーガニック制度を理解することが、そのままオーガニック表示の市場実務を理解することにつながりやすいです。
In other words, in the United States, understanding the organic system tends to connect directly to understanding the market practice of organic labeling.
EUは、「域内での整合」が制度の重心として見えやすい
In the European Union, intra-regional consistency is especially visible as the center of gravity of the system
EUのオーガニック制度を見るとき、日本や米国とはまた少し違う印象があります。
それは、複数国からなる域内で、制度の一貫性と表示の整合をどう保つかという視点が前面に出やすいことです。
When looking at the EU’s organic system, the impression is somewhat different from Japan and the United States. What stands out more clearly is the perspective of how to maintain system consistency and labeling coherence across a region made up of multiple countries.
このことは、制度の厳しさそのものというより、「複数の国が同じ土台で動くために何をそろえるか」という問いにつながっています。
そのため、EUのオーガニックは、単一国家の制度というより、域内全体での整合運用として見た方が理解しやすい場面があります。
This is connected less to strictness in itself than to the question of what must be aligned so that multiple countries can operate on the same foundation. For that reason, there are many cases in which the EU’s organic system is easier to understand when seen as coordinated operation across the region rather than simply as the system of one state.
つまり、EUでは、オーガニックをどう認めるかだけでなく、「どうそろえて見せるか」という制度設計の色が強く見えやすいです。
In other words, in the EU, the system often shows strongly not only how organic is recognized, but also how it is aligned and presented consistently.
三極の違いは、加工食品になるとよりはっきりする

農産物段階では似て見える部分があっても、加工食品になると三極の違いはより見えやすくなります。
Even if there are parts that appear similar at the agricultural-product stage, the differences among the three become more visible when it comes to processed foods.

This is because in processed foods, the number of issues rises sharply: compound ingredients, additives, processing aids, formulation ratios, and the way labeling is expressed.
ここで、日本では「有機JASとして成立するか」が中心に見えやすく、米国では「organic claim を市場でどう区分し、どう表示するか」が見えやすく、EUでは「域内全体で一貫した制度運用をどう実現するか」が見えやすくなります。
日本では、日本農林規格等に関する法律第5条を根拠に定められる有機JASの枠組みの中で理解するのが自然であり、実務上は「有機加工食品の日本農林規格」の 4 生産の原則、5.1〜5.3 生産の方法、6 表示を見ると、その重心がつかみやすいです。
米国では USDA National Organic Program の 7 CFR Part 205 がその制度の土台を示し、EUでは Regulation (EU) 2018/848 が organic production と labelling を一体で扱う基本規則として、その制度設計の方向を示しています。
Here, in Japan the central question is more easily seen as whether the product qualifies under Organic JAS, in the United States as how organic claims are categorized and presented in the market, and in the EU as how consistent system operation is achieved across the region. In Japan, it is natural to understand this within the Organic JAS framework established under Article 5 of the Act on Japanese Agricultural Standards and Proper Labeling of Agricultural and Forestry Products, and in practice the center of gravity becomes easier to grasp by looking at Section 4 Principles of Production, Sections 5.1 to 5.3 Methods of Production, and Section 6 Labeling of the Japanese Agricultural Standard for Organic Processed Foods. In the United States, 7 CFR Part 205 of USDA’s National Organic Program shows the foundation of the system, while in the EU Regulation (EU) 2018/848 shows the direction of the system design by treating organic production and labelling together in one basic regulation.
つまり、加工食品実務では、三極の違いが単なる制度差ではなく、「どこに実務の重心が置かれているか」の違いとして表れます。
