Also i've pushed a separate commit to this branch that adds libglfw3-dev to fix ci-linux.yml issue.

We'd be interested to learn a little more about what you're working on. Could you share your intended use case, the target RISC-V platform, and how you're planning to use LCEVCdec?

This would help us better understand your requirements and how we might support RISC-V going forward.

Yes, of course.
I'm a maintainer of nixpkgs, which is part of the Nix ecosystem, and I'm currently working on improving RISC-V support in general.
As it happens, a while ago I disabled LCEVCdec on RISC-V to make builds easier on that platform, but I always intended to come back to it eventually and see if I could fix the underlying issue, and it turns out I could.
So I opened a PR upstream in your repository, since that's pretty much the norm in nixpkgs: if something can be fixed upstream and the maintainer or developer has the skills to do it, they're encouraged to do so.
Unblocking your project will bring ffmpeg to parity across x86_64, aarch64, and riscv64 on NixOS.
I think it will also be very useful for Debian and Ubuntu.

PS : For information have make all this work on RISC-V (RVA23) with CPU K3
