Separate deterministic SDK gates from Together service availability failures #453

Docs/data-only commit 4155de0 failed Publish run https://github.com/tryAGI/OpenAI/actions/runs/40033882342 . Five Together live cases failed with provider error { "message": "Service unavailable", "type": "service_unavailable" }: GenerateFiveRandomWords, GenerateFiveRandomWordsAsStream, ChatClient_Together_GetResponse, ChatClient_Together_Streaming and ChatClient_Together_ToolCalling.

The run had 194 passed, 5 failed and 77 skipped tests. The independent hermetic MEAI/trimming/NativeAOT matrix passed all 14 profiles in https://github.com/tryAGI/OpenAI/actions/runs/40033882047 . The previous Publish run on the same library sources succeeded: https://github.com/tryAGI/OpenAI/actions/runs/40030206535 . No request/SDK source changed in the failing docs commit.

Follow-up

Define separate reporting for deterministic SDK contracts and external provider availability so an upstream outage is diagnosed clearly. Preserve visible live-test failures and investigate provider/model health before any bounded rerun. Do not suppress provider errors or add blind retries. Consider a separately scheduled live-provider lane while retaining required hermetic serialization/streaming/tool contracts in the publish gate.
