Summary

Add MUSA installation support for SGLang:

  • add a MUSA Dockerfile following the existing hardware-platform Dockerfile layout
  • add a Moore Threads GPU installation guide and docs navigation
  • add MUSA runtime extras to python/pyproject_other.toml
  • update the MUSA AOT build metadata to use the current TorchADA requirement

This PR is installation-only. MUSA SRT platform capability changes are tracked separately in #35855, so this PR does not change scheduler, runtime, or platform dispatch behavior.
