The built-in avif image decoder in image-rs does not work, but the avif-native feature that uses libdav1d does, so I'll open a PR for cosmic-bg to switch over to that as well. This will get avif images to appear for selection in cosmic-settings for wallpapers.

Tested with pop-os/cosmic-bg#141. cosmic-settings already has a separate master_jammy branch, so the Jammy build failure doesn't matter. Regression testing of the Wallpaper page passed (all settings still work as expected).
