What changed and why

Run independent test suites concurrently (four at a time by default), with shell integrations waiting for the Swift helper build and tests. Keep make test TEST_JOBS=1 for serial debugging. Every existing test command is retained, including the tests recently added on main.

Run full test suites and native runtime builds in separate concurrent jobs on both macOS 15 and 26. Use just four checks: Tests and Build for each macOS version. No path-based exclusions or cached test results are introduced.

Local before/after runs on the original branch base took 184.25s → 64.47s with already-compiled Swift binaries in both runs (about 65% less time). This measures local warm-build performance, not GitHub Actions speedup; hosted runners compile from scratch, and hosted timing remains to be measured.

Testing

• make test passed before and after the scheduling change on the original branch base. The full suite also passed after rebasing onto current main (81.29s, including recompilation for upstream changes).
• Compared make -n test from current main against make -n test-all: all 28 commands are retained exactly once.
• Scheduler checks verified bounded overlap, waiting for Swift, and failure propagation; invalid TEST_JOBS values are rejected.
• /tmp/try-omarchy-actionlint/actionlint .github/workflows/ci.yml (actionlint 1.7.12) and git diff --check passed.
• Native socket tests require execution outside the local sandbox. Existing optional pinch-ABI and staged-QEMU lock-inheritance checks cannot run locally because their binaries are absent. No local runtime rebuild was performed; CI retains full runtime builds and validation on both supported OS versions.
