[Feature] When debugging a target, use debugger.workingDirectory from the CMake file API #4595

Request Overview

The CMake File API has a member debugger.workingDirectory. It would be nice if this was honoured by CMake Tools when debugging a target through CMake Tools.

Currently I'm manually setting cwd in the cmake.debugConfig setting to work around this.

It would also be nice if assets/variables.json were updated to include new target properties, like DEBUGGER_WORKING_DIRECTORY (and its related CMAKE_ variable).
