[FR]: Check network status before fetching articles #2211

Brief description of the feature request

Hello,

After returning from sleep mode, there's usually some delay with network connection. If RSS Guard is open and if there are scheduled auto-fetching jobs, they are immediately triggered and failed. And they are not repeated until next scheduled time.

My suggestion is to check network status before fetching articles. If it is disconnected, and if the task is manual fetching, cancel it. If it's a scheduled auto-fetching job, repeat it for x times with some delay (those values can be set in options) before cancelling it.
