Python 3.9 reached end-of-life on 2025-10-05. The CI matrix already tested only 3.10–3.13; this aligns pyproject.toml to match. Dropping 3.9 also unblocks a clean langsmith >= 0.6.3 constraint (CVE-2026-25528) since langsmith >= 0.6.3 requires Python >= 3.10. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

Summary
Python 3.9 reached end-of-life on 2025-10-05. This PR removes it from the supported range.
Changes
pyproject.toml:python = ">=3.9,<4.0"→">=3.10,<4.0"poetry.lock: regenerated — 32 fewer lines as 3.9-only resolution paths are removedNotes
_test.yml,_lint.yml,_compile_integration_test.yml,_scheduled_test.yml) already starts at 3.10 — no workflow changes needed.langsmith >= 0.6.3constraint (see PR fix: constrain langsmith >=0.6.3 on Python >=3.10 to resolve CVE-2026-25528 #25, CVE-2026-25528) — that PR's split constraint for Python 3.9/3.10 can be simplified to an unconditional>= 0.6.3once this merges.Co-Authored-By: Claude Sonnet 4.6 noreply@anthropic.com
