For leader election, do we even need any qps/burst limits? I could imagine we could pass qps = -1 and disable client-side throttling for this part of the system.

This PR proposes to hardcoce the QPS for the leader election.
However, this requires justifying the new values are applicatble for all deployments
In particular, I'm wondering if the count of requests sent for the leader election is constant or scales with the number of replica count.
There was a problem hiding this comment.
Good point, and I agree with @kshalot that the lease client does not need a limit at all. The leader election loop is paced by leaderElection.retryPeriod: each replica sends at most one Lease get and one update per period (about 1 req/s at the default 2s), whether it holds the lease or is waiting for it. That count is per process and does not grow with the replica count, since every replica has its own client and limiter; server-side priority and fairness still bounds the aggregate.
Pushed eee8f8f: the hardcoded 20/30 is gone, the copied config now has QPS = -1 (client-side throttling off, RateLimiter nil), test and body updated accordingly.

sounds reasonable to use -1 for leaderElection

I think Burst defaults to 10 if you set it to 0. I think clearing the RateLimiter and setting QPS to -1 is enough to disable rate limiting.

AFAICS we already have some logic which we want to run when leader election is enabled, namely setupRoleTracker:
Lines 723 to 732 in 7152113
Maybe we could consider a function like setupLeaderElection which both starts the role tracker and overrides the options? OTOH this mix of starting a goroutine and changing some options in place is a bit smelly. So maybe we could just extract the check and do it one-by-one in main.go, like:
if cfg.LeaderElection != nil && ptr.Deref(cfg.LeaderElection.LeaderElect, false) {
setupRoleTracker(ctx, mgr, &cfg)
setupLeaderElectionConfig(&options, kubeConfig)
}WDYT? 🤔

It would be great to reuse the code we already have👍

@kshalot agreed, the options override has to land before ctrl.NewManager and the role tracker needs mgr.Elected(), so I could not put both under one if. Done in d27b4f0 as the extracted check instead: leaderElectionEnabled(&cfg) in main.go now guards both setupRoleTracker and the new config.SetLeaderElectionConfig(&options, kubeConfig) call, and the config helper no longer re-checks o.LeaderElection. go test ./pkg/config, build and vet pass. PTAL.

Dropping QPS for leader election is ok, but dropping ratelimiter I'm not sure - assume the api-server is unhealthy, without ratelimiter we may contribute to the bad health of the API server, so I'm wondering if there are some good pracices here? Or maybe settng the field to nil defaults the rate limited to some default one?
There was a problem hiding this comment.
Isn't QPS and RateLimiter pretty much the same thing here? If you don't set a rate limiter explicitly and set qps > 0, the config will just default to:
rateLimiter = flowcontrol.NewTokenBucketRateLimiter(qps, burst)
There was a problem hiding this comment.
That is a fair point about an unhealthy API server, and @kshalot is right that with RateLimiter = nil the REST client just builds a token bucket from QPS/Burst. So the cleanest middle ground is to keep the operator's own numbers and only give the lease client a bucket that no controller can drain: pushed d809b9c, SetLeaderElectionConfig now copies clientConnection.qps/burst into the leader config (negative qps still means unthrottled, same as the manager client). No new hardcoded values, and the lease client is bounded exactly like everything else, just not starved. Test covers both the configured and the -1 case.

Verify the zero-QPS contract.
When clientConnection.qps is 0, cmd/kueue/main.go creates a zero-QPS manager limiter. This helper clears that limiter and assigns QPS = 0 with a nil RateLimiter. In client-go v0.37.0, that combination creates the default five-QPS limiter. If zero is valid configuration, lease requests will not preserve the manager rate-limit behavior. Use a dedicated zero-QPS limiter for this case, or reject zero during configuration validation. (github.com)

The manager rest.Config carries one explicit RateLimiter shared by every controller client, and controller-runtime falls back to rest.CopyConfig of that config for the leader election lease client, so lease renewals draw tokens from the same bucket as every reconcile. A burst of requests under a low clientConnection.qps/burst can delay a renewal past renewDeadline and the manager exits with "leader election lost". Set ctrl.Options.LeaderElectionConfig to a copy of the manager config with the shared limiter dropped, so the lease client builds a bucket of its own from the configured clientConnection.qps and burst. The leader election loop is paced by leaderElection.retryPeriod and sends at most one get and one update per period per replica, so the bucket only comes into play while the API server is unhealthy. A negative qps disables client-side throttling for the lease client as it does for the manager. Signed-off-by: KR Ravindra <42912207+KR-Ravindra@users.noreply.github.com>

What this PR does / why we need it?
Problem
When
leaderElection.leaderElectis true, the lease renewal client shares the client-side rate limiter with every controller client. A reconcile burst under a lowclientConnection.qps/burst(for example the startup replay of retained finished Workloads) starves the Lease update pastrenewDeadline, the manager exits withleader election lost, and the deployment crash-loops while nothing is admitted.Root cause:
cmd/kueue/main.gosets one explicitkubeConfig.RateLimiterobject so all controller clients share a bucket, andctrl.Options.LeaderElectionConfigis never set. controller-runtime then falls back torest.CopyConfig(kubeConfig)for the lease client (pkg/manager/manager.go,LeaderElectionConfig == nilbranch), andrest.CopyConfigcopies theRateLimiterpointer, so the lease client draws from the same bucket.Fix
When leader election is enabled,
config.SetLeaderElectionConfig(&options, kubeConfig, &cfg)setsoptions.LeaderElectionConfigto arest.CopyConfigof the manager config with the sharedRateLimiterdropped, so the lease client builds a token bucket of its own from the configuredclientConnection.qps/burst. Lease renewals are bounded exactly like the controllers but can no longer be starved by them. The leader election loop is paced byleaderElection.retryPeriodand sends at most one get and one update per period per replica, so the bucket only comes into play while the API server is unhealthy. A negativeclientConnection.qpsdisables client-side throttling for the lease client as it does for the manager. The manager config is left untouched; behaviour with leader election disabled is unchanged. How tested
TestSetLeaderElectionConfiginpkg/config/config_test.goasserts the lease client gets a distinct*rest.Configwith no sharedRateLimiter, the configured QPS/Burst in the normal case and a negative QPS when throttling is disabled. After the fix:go vetandgo build ./cmd/kueue/pass;golangci-lintreports no new findings.Fixes #15537
Useful notes for your reviewer
The helper is called right after the shared limiter is set and before
ctrl.NewManager; the leader-election check is shared withsetupRoleTrackervialeaderElectionEnabled, which runs after the manager exists. This change was prepared with an AI agent operated by KR-Ravindra, who reviewed and tested it.Release note
Precedent: controller-runtime maintainers recommend a dedicated
LeaderElectionConfig(kubernetes-sigs/controller-runtime#3092) and Karpenter applied the same fix (kubernetes-sigs/karpenter#2100).AI summary
When leader election is enabled, Kueue gives lease requests a dedicated
rest.Configand rate limiter. The lease client uses the configured QPS and Burst values, including negative QPS when throttling is disabled. This prevents controller request bursts from delaying lease renewals. Unit tests verify configuration isolation and preserve disabled behavior.Suggested release note
Leader Election: Fixed a bug that could cause lease renewals to fail under heavy controller request load. Kueue now isolates lease requests from controller client-side rate limiting.
