What this PR does / why we need it:

Manual cherry-pick of #13174 to release-0.18.

Fixes a client-side Denial of Service (DoS) vulnerability in the KueueViz CohortDetail component by correctly handling API error objects and preventing unhandled TypeError crashes.

(Merge conflicts in package.json and package-lock.json were manually resolved).
