The original pull request description is below.

Adds formatintitoa, which reports strconv.FormatInt(int64(x), 10) where x is a plain int, suggesting strconv.Itoa(x) (with a suggested fix).

Evidence: found in the Go source, e.g. pkg/cli/session_parser.go and pkg/workflow/templatables.go use the verbose form. Not covered by the existing sprintfint linter.

Changes: new pkg/linters/formatintitoa/ (analyzer, analysistest with golden fixes, nolint support), registered in registry.go, with docs in README/doc.go and spec/doc-sync tests updated. Listed under notYetEnforced in CI since existing violations remain.

Tests: go test ./pkg/linters and ./pkg/linters/formatintitoa pass.
