GTK: Implement split drag and drop to reorder #10224

Description

@mitchellh

This issue is for the GTK side of #10090. This also establishes a separate issue from #1525 which is being closed as a more generic issue. The user experience for dragging should be as similar as possible, within the reasonable constraints of GTK and idiomatic behavior of GTK apps.

    I would love ability to move existing tab into "side paneI". Is this even a possibility?

    I think https://github.com/gnunn1/tilix does it perfectly GTK-ideomatically. I would love to have ghostty behave the same way when it comes to Tabs/Panes/Splits

    @ignatremizov

    Hi, opened a discussion #11709 for the keyboard/command action side of this.

    @blurayne

    I analyzed tilix, abstracted it to UX specs and with some other help of AI created a fork that now inplements tilix-like split behavior:

    Details are here:

    Also check initial notes:

    @ssendev

    @blurayne I tested your branch and it largely works but when a split right is dragged it can cause the layout to jump while dragging. AI says that's caused by the 3px border causing a re layout. without it it seems not to happen anymore.

    Also a drag on itself is a no op in tilix but will cause a new window in this fork.

    Visually think the drag handle style from the video in #10090 is better than the icon in the middle. or just change the cursor like when resizing to indicate the drag.
