[Plugin Handbook] Link update needed in plugin handbook #2511

Plugin handbook page - "Best Practices" contains few links that need to be updated.
Issue page link: https://developer.wordpress.org/plugins/plugin-basics/best-practices/
Incorrect/Old Links:
- uninstall.php => https://developer.wordpress.org/plugin/the-basics/uninstall-methods/ (this is an old link)
- is_admin() => https://codex.wordpress.org/Function_Reference/is_admin (old link)
- Slash – Singletons, Loaders, Actions, Screens, Handlers https://jjj.blog/2012/12/slash-architecture-my-approach-to-building-wordpress-plugins/ (this link isn't working and should be removed)
Correct Links:
