[Issue] Windows nightly: TestDescriptorLoader.AcceptsAModelArtifactInASubdirectoryOfTheDescriptor fails on Windows temp-path case mismatch #14451

Context

test_artifacts.yml(ROCm/rockrel, nightly) → ROCm/TheRock CI - Failing runs: Run 40444152903 (gfx1151), Run 40444153067 (gfx120X-all)
- Failing jobs:
- Platform: Windows
- Affected arch: gfx1151, gfx120X-all
- Runner(s):
windows-strix-halo-gpu-rocm-1(gfx1151) andCS-RORDMZ-DT206(gfx120X-all). Two different machines, so this is not runner-specific.
Summary
hipdnn_plugin_sdk_tests (ctest 7 of 17) fails exactly one test ,
TestDescriptorLoader.AcceptsAModelArtifactInASubdirectoryOfTheDescriptor. The two paths being compared point at the same file. They differ only in the case of the Windows directory in the temp path. Windows paths are case-insensitive but the assertion compares the strings exactly.

Root Cause
File and line:
The test was added by "feat(hipdnn): UHD runtime for engine and kernel predictions (ALMIOPEN-2404)", #13028,
Recurrence
New on 2026-10-27. The gfx1151 and gfx120X-all hipdnn jobs did not fail on 10-24, 10-25 or 10-26.

Fix is up #14460.
Testing issue where path comparison wasn't matching platform rules in all cases.
