[Feature]: Include USM and HSA_XNACK=1/0 settings tests in the test suite #456

Suggestion Description

Many apps on MI300A use unified memory, tests which use ALLOCATE and -fopenmp -fopenmp-force-usm (or !$omp requires unified_shared_memory in the code) would increase covering such applications with tests. Note this will only work with HSA_XNACK=1 enabled.

Also all existing tests should run with HSA_XNACK=0 and HSA_XNACK=1 to increase test coverage.
