HybridDictionary() creates an empty case-sensitive HybridDictionary. Syntax:

Note:
- By default, the collection is case-sensitive.
- The comparer determines whether two keys are equal. Every key in a HybridDictionary must be unique.
- This constructor is an O(1) operation.
