The United States holds elections based on electoral college to ensure each state gets adequate representation as opposed to high population areas dictating to the majority of America.

Why can’t states also use the electoral system where counties vote on electorates and each county gets adequate representation.

This would effectively end high pop metros dictating to rural counties

If it’s good for the US why can’t it be good for the States?
