Yes, there are 2 options in the control setting.

yes, there is indeed option to not needing to hold the mouse button to move the cam, it's in the lower most controls option

Well, I was downloading it until it got stuck at 99%
Apparently it's a whole thing where I have to exclude it from antivirus etc. and I'm just not doing that
