| IE - Detecting Proxy Server |

I just moved and changed from WOW! broadband internet to Comcast broadband internet. I had Comcast in the past but our apartment doesn't offer WOW!
The question: Why is it that every time I start up Internet Explorer or a new instance of IE (not opening links in new windows), it will show "Detecting proxy server" for about 20 seconds before loading anything?
If I open links in new windows, those seem to open up at normal speed. I have tried both enabling and disabling the auto detecting settings, and my auto configuration script address is "http://proxy:8080".
It never used to do this when I previously had Comcast. Someone help fix it?
