Adds cargo-mutants to the native manifest system. Replaces the cargo-binstall fallback with direct binary downloads.

cargo-mutants switched archive formats at v25. Pre-v25 releases are
.tar.xz, v25+ are.tar.gz. The base manifest lists both so the codegen picks the right one per version:Same pattern as cargo-hack. Windows uses
.zipas a platform override.Platforms
Binaries require GLIBC_2.39. Cargo-mutants is skipped on older Linux runners in CI.
