Brings the branch up to date with main through 247817f (Prepare 1.9.0 release, #658), including the WS-Trust endpoint selection helper (#655), the ID token credential type casing fix (#657) and the Service Fabric TLS certificate pin (#656). Cascade the updated base branch into the bearer-over-mTLS work. Brings in: - main merged into the base: 1.9.0 release (#658), WS-Trust endpoint selection helper fix (#655), ID token credential type casing (#657), and the Service Fabric TLS certificate pin (#656). - A lint fix adding //nolint:staticcheck at the six sites where the mTLS guard must read the deprecated http.Transport.DialTLS hook, clearing the staticcheck SA1019 failures in the lint check. - A comment-only clarification in comm/mtls.go explaining why the DialTLS check reads a deprecated field. No conflicts; no overlap with this branch's 13 changed files. No function signatures changed, so no call sites needed updating.
