
製薬大手が英国から離れたくなる理由

はじめに
「最大35.6%の売上を“税金”のように払ってください」
2025年8月、英国政府と製薬業界の代表団体ABPI(英国製薬工業協会)との間で続いていた「VPAG」という薬価制度の見直し交渉が、正式に決裂したという報道です。
VPAGとは “Voluntary Scheme for Branded Medicines Pricing, Access and Growth” の略で、「ブランド医薬品の価格をどう抑えながら、患者アクセスとイノベーションをどう両立させるか?」という制度です。
ところが今、この制度が製薬会社にとって「ボランタリー(任意)」どころか「罰ゲーム」に見えてきている…そんな状況なのかもしれません。
