    ① 民主主義の危機
         I have watched with rising alarm as many Western nations threaten to
         become failed democracies.

         threaten to become failed democracies = 民主主義に危機にさらされてい
                          る

     They are no longer democracies because the political culture on which
       democracy depends has failed.

       政治文化がダメになってしまったので、民主主義でなくなってしまった。

       It requires people to treat political opponents as fellow citizens with   
       whom they disagree - and not as enimies to be smashed.

       政治的に意見の違う人も、敵ではなく、同胞と見なさなければならないの
       に・・・。

      We need to look at the vulnerability of our own democracies.

      民主主義はもろいものです。

    ② 危機の原因
        What is happening in the U.S. is essentially a crisis of expectations that is
       common to other advanced democracies as well.

        米国での危機は、"期待"の危機であり、他の民主国家でも同じ。

       When these expectations are disappointed, people blame the system or the
       "deep state".
     
       期待が裏切られると、システムを責める。

      They turn against the whole political class, which has proved unable to     
      satisfy their demands for a progressive improvements of their lives.  

      生活が向上せず、政治を責める。

      In the absense of a democratic culture, they spontaneously turn to
      strongmen and kid themselves that strongmen get things done.

      民主的な文化がなく、"強いリーダー" がすべてを解決してくれると思い込
      んでしまう。

      The U.S. has enjoyed a century and a half of almost unbroken good fortune, but this may now coming to an end in the face of competition like India and China.

      米国は1.5世紀にわたり、全盛を享受していたが、それが終わりに近づいて
      いるかもしれない。

      The shattering optimism is a dangerous moment in the life of any
      democracy.
      危険な時を迎えています。

       The tragedy is that historical experience warns us that strongmen do not
       get things done.

       歴史を見ると、”強いリーダー”は、解決に導いてくれない。

      If enough Americans persistently vote authoritarian figures into
      government and their cheerleaders into Congress, democracy will not
      survive.

    ③ 解決策
       The founders' answer to the self-destructive tendencies of democracy was
       to design "a government of laws and not of men."

       "強いリーダー" でなく、法により支配される政府を創る事。
