Explain this to me...

My DH graduated Police Academy last Nov. and has applied to 15 PD's. He is on the list for nearly all of those, but has not been hired as of yet. He then looked into security jobs. All of which have told him he is not qualified enough for the job. WHAT IN THE WORLD? He can be a police officer, but he can't do security?
WHY?
