Adds Support for Protocol 30

Protocol 30 (CAP-0084, CAP-0087, CAP-0088), with the XDR regenerated from stellar-xdr 4f524bba, the XDR stellar-core 30.0.0 pins. This release has breaking changes; see the CHANGELOG.
