terminal: support CSI 19 t (report screen size in characters) - #14633

Respond to XTWINOPS CSI 19 t with CSI 9 ; rows ; cols t. Ghostty has no knowledge of the physical screen size, so, like VTE, report the size of the text area in characters (the same values as CSI 18 t). This is wired through both the libghostty-vt stream terminal and the termio stream handler, and exposed in the C API as GHOSTTY_SIZE_REPORT_CSI_19_T.
