Why I did it
Added support for new platform, arm64-supermicro_sse_g3748-r0. This new platform enables SONiC on Supermicro G3748 which is a 1G/10G/25G Switch with 10G/25G uplink connectivity.
This PR is dependent on sonic-net/sonic-linux-kernel#394

How to verify it
Build SONiC for arm64 platform as below and install in Supermicro G3748 switch.
make init
make configure PLATFORM=marvell-arm64 PLATFORM_ARCH=arm64
make target/sonic-marvell-arm64.bin
Which release branch to backport (provide reason below if selected)
This is not fix, hence I am assuming this may not qualify for backport. Otherwise, I would want to backport to 202211 since we are already shipping the switch with SONiC 202211 release branch and many of our customers would like to build from that branch.
Tested branch (Please provide the tested image version)
