From salap (judge's fees) + -i, from Arabic صَرْف (ṣarf, money exchange; change; money) and possibly confused with Arabic أَشْرَفِيّ (ʔašrafiyy, gold coin; ducat), according to Potet (2013). Another etymology suggested is from Malay se- + Malay rupiah, according to Panganiban (1973).
