Bug Description
Using Stellarium 0.13.1 (Debian Unstable 64bit). e.g.:
stellarium -c ~/config.ini --latitude 42d42\'42\" --longitude 142d42\'42\"
The display opens on either the default of Paris, or sometimes 0.0,0.0.
The lat/lon is accepted as the value are in the ~/config.ini file.
To me it appears that the default network GeoIP / location=auto is conflicting with the manually specified location.

Probably want to check the --altitude cli parameter as well, as that doesn't seem to do anything either.
